Perimeter protection (area surveillance) in Berlin

The object

For research work on the structure and function of matter, Helmholtz-Zentrum Berlin (HZB) operates two large-scale scientific facilities: the BER II research reactor for experiments with neutrons and the electron storage ring. This makes HZB one of the few centers in the world to offer experiments with neutrons and with synchrotron radiation under one roof. State-of-the-art instrumentation and laboratories provide an excellent research infrastructure for scientists from all over the world.

The requirement

The site was completely enclosed by a fence on site, an intrusion into the site by climbing over or penetrating the fence is to be alarmed. In addition, the sites are to be automatically visualized by video cameras when an alarm occurs.

The solution

Installation of the MircoGARD digital sensor cable system on the fence. Vibrations that occur when cutting, prying open the fence mesh and / or climbing over the fence are evaluated by a pulse transit time measurement. The above messages are localized with an accuracy of +/- 3.0 meters within the fence line at a maximum single system length of 3.2 kilometers (net fence length: approx. 3.0 kilometers). Wind, rain, hail and / or snow can be detected as non-alarm events if they occur evenly or over a large area.
Connection to a superordinate operational control system (ELS), visualization module with HAVERKAMP alarm management system on the basis of a site plan, whereby the alarm location is displayed with pinpoint accuracy. Within the entire fence route, the parameters event intensity, event frequency and event time can be set individually. In case of alarm messages, the installed camera systems are automatically directed to the corresponding section of the fence and a visual and acoustic warning is issued on the monitors at the security guard in the alarm control center.
